Can public agencies be more effective?

Is it possible for a public housing authority to make improvements in efficiency?  NYCHA, the New York City Housing Authority, certainly thinks so.  The key?


First of all, they’ve laid out a plan for celebrating and rewarding outstanding performance.  They’ve laid out a mission and vision, and made sure that all stakeholders are informed about the decision.  They’ve focused on using data to maintain and measure performance and to develop more tools like “quality-of-life” report cards in order to hold the organization accountable to the public.


But most importantly?  They’ve decided to hold their team accountable, ensuring that they’re aware of the plan and empowered to make decisions on their own that will make the organization more efficient and that will better serve the public.
